Here's what I'm building from ibuypower, priced at about $1500. I am willing to spend a few hundred more if it would make a big difference. I'm not too familiar with the latest tech, and whats the best bang for the buck. I would not overclock the CPU for $50. If I'm not mistaken, ASUS mobo's have the newer GUI bios that makes it very easy for yourself to do the overclocking. Even then, the i7 is beefy enough that you don't need to OC it right now.
I've never had a noise reduction system. With the right case and fans, the system can be whisper quiet. I currently have an Antec Nine Hundred case and the fans that come with it barely make any noise. So I can't really tell you if it's worth it or not.

I just built two new computers last week with the majority of these parts, one for my brother and one for myself.
I got the ASUS P8P67, the EFI bios do make it really simple to OC...actually with just the click of a button if you feel like using their presets. I had some issues with my board, one of the USB ports doesn't seem to work at all and there is at least one other that is spotty (occasionally loses power). I haven't decided if it's worth it to take apart the whole deal for an RMA. I bought my brother the ASRock Extreme4 and I actually really like that board. The layout was a little nicer (in my opinion) and I had no issues with it. That one also has graphical bios. I wouldn't pay for the extra OC when it's that easy to do yourself (not to mention the i7 2600k is pretty awesome without it).
I had an older 700watt psu and I actually opted for a newer psu because they're a lot more energy efficient now (and I can use the old one as a backup). The GeForce 560Ti recommends a 750 watt psu but the minimum is only 500 watts so you should be fine.
I don't have any issues with the noise put off by either system, especially my brother's which has a psu that goes into 'fanless mode' when you're not drawing a lot of power from it. My system is significantly louder than his when idling because of the psu and also because his case is nicer than mine. Details below.
