Its not exactly a JRPG but I really enjoy Valkyria Chronicles 2 for PSP. Also how can you forget the classic Final Fantasy Tactics on PSP. Jeanne D'arc was another for PSP I liked.
DS I really enjoyed The World Ends with You. So fun to dress up everyone in dresses and skirts. Pokemon is my favorite though.

I loved the Ys game on PS2, but still haven't caught up on the others that are out now. I even have an import version of Oath in Felghana, and it has an English patch. I started it up, but I get sidetracked easily. If you can find the import, and missed them the first time around, Breath of Fire III and Tales of Eternia are available. Then there's Valkyrie Profile as well, but it still only matters if you missed it on the PS1. I'm not big on playing handhelds tbh, and it seems that most are SRPG's, especially on the DS. I did pickup Golden Sun, but I haven't gone very far into it. I will say that the stylus controls are very nice for it, though. I have a major issue with my backlog lately.
