It's called Prime. It's extremely new (website is 1 or 2 weeks old).
For those of you who played DAOC, they hired Sanya as their PR representative.

Based on how new this appears to be, it could be quite awhile (few years) before we see the game. At present I'm intrigued. 3 factions, PvP based.
I find it interesting we were just discussing PvP based MMO's and SciFi games and I run across this. Hope it hasn't already been mentioned.
